Biography:

Luis is a first-generation, transfronterizo Chicano scholar-activist from the San Ysidro-Tijuana borderlands. He is passionate about college access, linguistic equity, and the advancement of communities of color in academic and community spaces. He is pedagogically grounded on indigenous and decolonial epistemologies that seek to empower students and families to become active agents in the community. Luis’ academic formation centers on the intersections of language and ethnic studies. His specialization centers on showcasing and promoting the linguistic vitality that exists in his community, San Ysidro-Tijuana. With particular attention to Mexican migrant and heritage Spanish speakers (children of migrant families).

In addition to his academic formation, Luis had the privilege to work towards the advancement of first-generation and traditionally underrepresented students along the higher education pipeline. His commitment to access, retention and DEI is evident through the management of peer tutoring services, as college faculty through summer bridge programming, and as a graduate mentor and research faculty for Graduate school preparation in the McNair Scholar’s program at UCLA, UT Austin, and St. Edward’s University. As the Pueblo Program Manager, Luis seeks to bolster the programming at PCC by emphasizing ethnic studies, linguistic access, and digital literacy to promote an inclusive space where community members, parents, and students (in high school and community college) develop a sense of belonging to UCCS’ Pre-Collegiate program.


Luis es un académico-activista chicano transfronterizo de primera generación de la región fronteriza de San Ysidro-Tijuana. Le apasiona el acceso a la universidad, la equidad lingüística y el avance de las comunidades de color en los espacios académicos y comunitarios. Se basa pedagógicamente en epistemologías indígenas y decoloniales que buscan empoderar a estudiantes y familias para que se conviertan en agentes activos en la comunidad. La formación académica de Luis se centra en las intersecciones de los estudios lingüísticos y étnicos. Su especialización se centra en mostrar y promover la vitalidad lingüística que existe en su comunidad, San Ysidro-Tijuana. Con especial atención a los migrantes mexicanos y a los hispanohablantes de herencia (hijos de familias migrantes).

Además de su formación académica, Luis tuvo el privilegio de trabajar para facilitar el acceso universitario a estudiantes de primera generación y tradicionalmente subrepresentados de educación superior. Su compromiso con el acceso, la retención y diversificación es evidente a través de la gestión de servicios de tutoría entre estudiantes, como profesor universitario a través de la enseñanza en programas de transición durante el verano, y como mentor de posgrado y profesor de investigación en preparación para programas de posgrado por medio de McNair en UCLA, UT Austin, y St. Edwards University. Como gerente del Programa Pueblo, Luis busca reforzar la programación en PCC enfatizando los estudios étnicos, el acceso lingüístico, y educación digital para promover un espacio inclusivo donde los miembros de la comunidad, padres, y estudiantes (en preparatoria y colegio comunitario) desarrollen un sentido de pertenencia al programa Pre-Colegial de UCCS.
